The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Hello, 

I downloaded LSPDFR and ELS a couple of days ago, but I never got my ELS to work. I've googled around, but none of the solutions has worked for me. I've also double checked that I have installed everything correctly, also the XLM files/document (as it is for me.)

    make sure you have scripthookv and dinput8.dll in the game folder
