Can't cite pedestrians on foot

When i press E to search someone on foot i receive the commands to hold the suspect, frisk the suspect or cancel. However when i use my melee weapon to aim at them then press E i get the same commands and i don't have the option to arrest them or cite them, which forces me to perform a gun point arrest. which is fine but I would like to be able to cite people on foot. Is anybody else having this issue or is it just me? please help.

Actually i was wondering the same thing, and later i came to find out that it wasn't implemented in this release. Atleast not right now, but you could use braveheart's policing script. You could cite people on foot just look at the first video at 10:14

After carefully watching the video over and over i came to realize that citing people on foot is on lcpdfr rc2 and not the policing script. I also still have not been able to cite people but will inform you once i find a way.
