I've ran into some issues while playing this game. I was wondering if these could be fixed on my end.

 

1. Nearly each and every time I am called out to a "Suspicious Person" or "Trespassing" call I can NEVER find him or her. I look all around the inside of  the yellow circle, but can never find the person. I see other AI doing what they do.. but it's never the person I am looking for. Is this common, can this be fixed?

 

2. Sometimes when I am heading to auto theft or pursuit call, I get close and all of a sudden the map will flash and it shows a black "X" on the map where the chase was saying the guy is dead. Sometimes they will reappear but most of the time it says "Suspects outstanding: 1".

1. Which callout pack are the calls from?

 

2. The black cross is a suspect's last known location. You won't see a blip again until you - or another unit - has eyes on the suspect. There is a time frame where if you fail to locate the suspect, they successfully escape. When you get a message saying "suspects outstanding: 1" the notification is informing you that there is still one suspect on the run.
