How do I dress like a cop? I'm in the character options screen when I first come on duty, and I can change agencies, but my outfit remains the same (t-shirt, jeans, sneakers)

There's no outfits besides that. I can use default options, like a Police Officer Michael, but nothing original. He just remains in a t-shirt, jeans and sneakers.

That's how you change to your uniform. If you don't have EUP installed, I'm pretty sure it only has LSPD uniforms.

Download and install EUP Menu: 

After that you can choose between a lot more uniforms.
