LSPDFR endlesly loading but I can hear game audio

As it says in the

title LSPDFR justendesly loads, but when I press F4 to shut the RAGE console I can hear audio, if I draw a gun then I can hear it shooting etc etc I've attached two screenshots below

I installed LSPDFR then RPH

Have you tried to re-install in this order: LSPDFR and then RPH. It could just be that some file is either missing or misplaced. If it isn't that then we can go from there.

Yeah I've tried reinstalling both RPH and LSPDFR

You have invalid vehicles set up in your agency.xml. Install these vehicles or edit the agency.xml so it fit for you.
