Found this video online, at 02:19 after he pulled someone over and he start order the driver to pull more over to the side of the road; there is audio of a man saying things like "Driver, can you keep driving" . I posted a comment weeks ago asking is this a mod or editing but got no response.

I really want to know because in LSPDFR, when I press control+R and the AI started to mimic me my guy will say nothing which is super not cool...

Steve uses his own device for that, you cant download anything for it.  Its him talking.
