The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

LSPDFR crashes whenever I load a character and go on duty

Can you confirm that you have the latest version of RagePluginHook installed as in the log it appears it's detecting an outdated version.

Please delete all plugins which don´t be updated for 0.4 (Highway Callouts)

Also your RageNativeUI is outdated or not even installed. You need to install/update it 😉
