I'm have truble change the police skins thought the liveries part of SNT. I do have working multiple skins. when I swan them say...police4 I can get all the skins I have by spawn the car over again. but when I go to under liveries is say that there are 0 liveries for the model I inculed a screen and the .ide line

Some cars have a .ide file that comes with them. Do you replace the ones in the GTA IV folder? That's more than likely the cause.

No, you need to go in the trainer & find a part where it's written vehiclelivery (use ctrl+f). Set that value to 4 & you have all liveries :)
