They all exist in the Game World like they have collision however they can't be seen at all  Something like this is what happens

I did edit settings.xml in Documents/Rockstar Games/GTA V to fix draw distance. I did also edit this "<PedLodBias value="1.200000" />
    <VehicleLodBias value="1.000000" />" but apart from that no. Take a look if you want.

Also it seems to only be happing in the RAGE game and not normal GTA V

You could always try and redownload in this order: LSPDFR and then RPH. That might help.

No, but if I did stuff like my view distance will just go bad.

I can't see anything but sky, maybe a building or overpass.

I mean foggy. You can see some things but the rest is foggy? Could you send a screenshot of what it looks like.

Eh new thing happened, game will launch for 4 seconds then just crash after messing with settings.xml 

Yeah, that is probably not the best file to mess with. The solution may come down to you re-installing GTA 5. But I am not sure.
