Is it possible to have my character load in wearing an "off-duty" outfit that I've created with EUP?

as long as they load in off duty.

 

In order to save offduty outfits you have to be at the apartment, in the closet menu.

 

I don't know how its worded exactly but you should see the option to save on duty and off duty outfits

You can use the wardrobe in your apartment or the simple native trainer clothes menu.  I, however, cannot get the default grey tshirt to disappear on a lady character.  I would love to see the clothes shops being reintroduced.

Unfortunately saving my character's clothing with the wardrobe causes my game to crash whenever I load it up, so I can't use it. It's a shame, but then again I can always just load it in with EUP Menu.

If you type "save" in the F4 Console provided by RPH you can save your off duty outfit and on duty outfit. It will say something like "SaveOnDutyOutfit" and "SaveOffDutyOutfit" or something along those lines. It will save whatever you have on at the time when you type in the command and press enter.

Much better if the Female grey t-shirt can be change because it overlays on other shirt while changing it on trainer or in EUP menu.
