When I double click rage plugin it’s loads rage then says your ready and then says gta5 has quit unexpectedly then says to restart but if I restart the lspdfr mod wont work

Without RPH it works but the mod does not work

It has to go in the order of LSPDFR first, and then RPH. Because LSPDFR has an old version of RPH in it.
