Can't respond to calls

Hi there, I'm very new to this. I looked at a couple general topics and can't seem to find the answer. When I receive a call and go to it, the very second I enter the circle, both the map and dispatch disappears. There's no action going on, no pursuit, no robbery, etc. What am I doing wrong?

    Actually, looking for a noob guide. Found out how to respond to call.. now I can't arrest them... I need a noob guide !
