Either @BejoIjo's mod Stop The Ped, or a stand alone mod.  Pretty much a menu that allows you to ask a pedestrian any question that you can customize through an .xml file.  Basically for role-play purposes.  It would be a menu through the rage menu.  You select the option or bring it up, and then it lists all your questions.  Pick a question, and the ped answer randomly from the list.  Similar to the Stop The Ped questions but can be asked anywhere and you can choose the questions and answers.

I don't believe there is a mod the allows you to config the Q&A's.

However you could try codding your own. I know nothing about codding so I'm not sure how easy/hard it would be.

STP's .xml files allow you to modify the answers that a ped gives you already. I agree however, it would be nice to have access to the questions as well. This also goes for other mods that rely on a question menu (such as Interaction+.) With that in mind, a new mod that lets you ask these questions etc would render those features in these mods pointless... Catch 22.
