Game crashes when attempting to start campaign

I recently bought gta IV so I could get this mod I installed the patch and LCPDFR along with ELS indicators traffic and the dash cam mod I am fairly sure I also have all the needed files but when I try to start the campaign it crashes shortly after the black screen with starting new game appears. I have attempted to use the diagnostic tool but it is actualy crashing as well however according to what it could get before it crashed it isnt my cpu or ram causing it I think its something with one of the new files. When I try to run GTAIV as a non administrator it wont run at all says Dsound cannot create asilog file, and I believe I have everything in the gtaiv area off of read only.

1. Make sure that all files in GTA folder are not marked as read-only.

2. Remove all mods.

3. Reinstall game.

4. Start a new campaign.

5. Install all those mods again.

If it still crashes, try it with LCPDFR only. A log form diag tool would be also nice. And always run game as an administrator.

I tried running the diagnostic tool and it crashed after getting through confirming that I in fact have GTAIV and I tried multiple times to use the tool
