The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

as title game is C:\Program Files (x86)\Steam\steamapps\common but log says

E:\GTA V\LSPD First Response\LSPD First Response\Engine\BaseComponent.cs:line 31

can i change it to 😄

either playing GTA5 or driving my bus lol

That's debugging information for developers, and shows the path of the code relative to the PC it was built on. It's not something that will affect play.
