Question on RAM usage

My system consists of a:
GTX 1070 8Gb Vram
8GB RAM
i5-8400 @ 4.01GHz (w/ turbo)
SSD

Whenever i play GTA V, especially at startup, the game is very stuttery. If i crash into a car a few stutters here and there. After loading into GTA, if I crash into a car i can expect almost a full 1-2 second freeze. Driving too fast may cause stutters and shooting/action causes stutters too. Is this because of my RAM? 
My RAM usuage during GTA V is about 7.5-7.8/8 (93% - 98%) . Is the RAM capped and is bottlenecking my system or do i technically still have a .5-.2 gb more and therefore the RAM is not a problem although very close to being a problem?
Also, I have GTA V installed on a m.2 SSD, but my system OS is on a hard drive. Sometimes this harddrive can be at 100% usage, will that also cause stuttering? Although this 100% usuage isnt consistent and is only for short amounts of time.

 

Just idling my computer is using 6Gb of RAM, main culprit is Edge, although I do close edge when I want to start playing and Creative Cloud along with Antimalware Service Exectubale, im guessing buying another 6GB of ram is worth it?

maybe there is some application in background that is consuming your ram, go to task manager and check processes tab , you will get to know which service is consuming how much ram, meanwhile you can upgrade to 6GB Ram.
