The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Maybe your computer is not good, can u tell me how many plugins u have installed?

    My computer has been running it really strong, I have 7 plugins in my plugin folder, and within the Plugin>LSPDFR folder i have about 15.

    In your graphics settings there are a few things you can mess with. Like turning down the population density and variety. And turning some other stuff down to normal as well.

    Yeah the skins don't take much memory at all but for me they helped because I didn't want to get rid of many models.
