frequent random gang members attacking each other

so just in the past week, i've been having this issue while on duty,  random ballers/familys gang members or vatos or what ever just random gang bangers spawn in traffic sometimes inside cars or sometimes on foot but they start shooting each other, and once this event happens, it continues to happen every minute or two.  (this is the entire state even in sandy shores and other parts of blaine county where you do not normally see these gang bangers)

It's not my relationships,dat file that is vanilla i haven't modded that.

I feel like its probably a plugin i recently added/updated but i am not sure.

Just was wondering if anyone else is having this problem.

It's really annoying....I guess im gonna pull all my plugins out that are callout/ambient event related unless someone has an idea where this is coming from?
