Yea and they say to do it in a mods folder, OPeniv asks if you want to create one before editing.

is there a mods folder in your gta5 directory?

So what you do is go wherever the readme says to go to install the mod, once you are there you go into edit mode, then you press copy to mods folder.

How am I supposed to edit vehicles in the mods folder if there are no vehicles in it to edit?

It is done downloading. Let me see if that fixed it.

once you press cop to mods folder there will be files in it. you never work out of the mods folder through the gta5 directory unless its in openiv, but you should still see it there

It is working but it is lagging like crazy and the cars I downlaoded are gone.

Yea sucks about the cars make sure you put them into the mods folder this time. You can see if the problem is with your computer causing the lag, try restarting. If not you have too many plugins to try and remove them 1 by 1, but if you wanna do that you can, or remove all of the files in GrandTheftAutoV>plugins>LSPDFR folder to a folder in your desktop and run rage and see if a plugin is causing your lag, if its still lagging after that you can use those files in a fresh install of lspdfr 

I wouldn't recommend reusing any files actually, if your gonna start fresh then start fresh, there are probably going to be addition files you will need also, so disregard reusing anything

Plugins and mods and other things can cause FPS loss, that maybe what you are experiencing now that the mods are loading. What are your PC specs?.

intel core i5 and a 3gb GeForce gtx 1060

Ok, cool. If you need help with cars I can point you to a great video
