Yea, don't forget about windows defender. And according to some other threads Avast had to be completely removed. Im lost once again, I thought we had it figured out. Your computer is not liking these files at all, you have it pretty tight. Not necessarily a bad thing but its blocking you from 3rd party files. Im not sure where to point you from here, maybe someone else can chime in. 

 

You should try removing Avast now that the files are unlocked, I know all the components are disabled, but it will not hurt to try.

Okay, after reading all this back and forth. After disabling the Anti-virus, you must reinstall RPH. Keep your anti-virus off the entire time. Also, each time you go to play with RPH, disable Avast or you can always make an exception.
