The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Yeah what he linked should clear it right up, you can edit the .meta file and find that vehicle and adjust the properties for your custom vehicle that you are having issues with. The problem is the file was programmed for the shape/size/suspension of the old vehicle you replaced, so your new added vehicle does not have the right aforementioned properties set up correctly. Using that guide will fix you right up!.
