Weapon Target not Appearing

I'm trying to play LCPDFR and I'm dying and screwing up arrests left and right because my weapon target doesn't actually appear, and so I have to guess where I'm aiming. I have it set to basic (and I'd like to keep it that way), but when it's set to complex, I can sometimes see the target and the health of the ped I'm aiming at.

I tried installing a custom crosshair mod to fix it, but it hasn't done anything except change the way the crosshair looks the rare times it actually shows up.

Does anyone know what settings might fix this? Or what file I need to replace? It's starting to really hamper my ability to play this game. Thanks in advance.

Edit: My police computer screen is also a little bit janky, pieces of letters are missing and it makes the font hard to read sometimes. Not sure if it's related but I figured it might be useful information.
