You have most everything installed completely wrong. Quick question, do you read the readme's that come with them?

read the "Read me" and I also watch the videos but they all do so, but some have a folder called "lspdfr" that I do not have and if I create it RagePluginHook does not detect them

 

You may need to remove all plugins and start from scratch. That folder comes with all plugins when they are downloaded and is essential.

You should really read the readme that comes with most if not all mods. They tell you exactly how to install said mod.

No, you must remove all the plugins then re-download them all and re-install them. They should all come with said LSPDFR folder that goes in the plugins folder. Just read the readme, and you should be fine.
