So last night I decided to install an addon vehicle pack. The pack in question will be linked. It says to drop the ytd and ytf files into the latest patchday folder. I did and I tried to spawn the vehicles in by file name with simple trainer. It didn't work. (I didn't rename any of the files if that has to do with anything. For example, one of the files is named 06k9.ytd/ytf [they're two separate files] so when I go to spawn a vehicle in by filename with simple trainer, it doesn't work. It says invalid model.) But then I read somewhere that you need a carvariations meta file and a vehicle meta file. None of those came in the download. Do you need to have a carvariations and a vehicles meta file included in the download and do you need to edit other files in openIV for them to work?

Check my stickied topic on how to install add-on cars.  I provide a carvariations you can use, but for the meta, you need to take one of the lines for police, police2, etc and then edit it to fit your add-on.
