There's a difference between a ticked box and a filled box. As long as all the files are unticked, the fact the box is still filled isn't really an issue.

The box isn't a check it shows a blue box, is that a problem?

okay so if on win7 then click on the blue box and it should change to a plain white one...once down with this it should be ready to go if you have any other problems ask me and ill try to help but if i can't i know someone who can.... and also i had my version off steam and it wouldn't run lcpd:fr so i bought the disc and it still wouldn't work so i took my steam backup of my gta directory and copied and replaced it with my gta (rockstar) one and it runs great so if you have that problem try that and if it still doesn't work just message me..hope it works bye and gn!

But after i do that it goes through the apply thing and then i click ok and it goes back to Full blue box

From what I understand, Windows defaults to marking programs under "Program Files" as read-only, whether it be a bug or intentional I don't know (some searches don't help much), and this:

isn't correct. A legal copy or an illegal copy won't make a difference.

Usually, disabling UAC and marking as not read-only usually will allow mods to alter the game files (even if the box stays filled but not checked). That's what I did and it works fine.

I'll say it again since apparently the point didn't make it across. A filled box is not a ticked box. If you turn of read only protection at a folder level, and you can see that the files inside have lost their write-protection then it has worked. Just because the box at the folder level is now filled (rather than ticked) it doesn't mean it's not working. The filled box either indicates some (hidden) files are read-only or that's just the way it is.
