The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I suck at reading logs - so i can't pinpoint what exactly is causing the crashes - but my advice would be to remove all your plugins, and then add them back in one by one, playtesting between each installation, until the game crashes. It will then likely be the mod you just installed that is the issue.
