The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Update OpenIV and disable your antivirus.  I couldn't get GTV.exe to load the game but after I updated OpenIV it loaded through GTAV.exe but still had that problem and message when opening through Rage.  Just found out if I disable my antivirus then Rage will load the game.  Might not work for everyone tho.
