Does anyone know why and how the Stop the ped download will only open in internet explorer, and a way to fix this?

You can usually just extract it to your desktop in winRar and delete the internet download.

  This step regents the mods folder from loading. since your game works now, there is an issue in the mods folder. make sure to have a gameconfig, heapadjuster and packfile limit adjuster. try to revert the latest changes in the mods folder
