The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

You might be having this problem because of a game patch issue, what version of GTA are you on, you can check by right clicking GTAV.exe and going into details, after you check that, check what version of ragepluginhook you're on. Thats the only thing I could think of, also if you could attach your Ragepluginhook log we could se if its something in there.
