I downgraded gta v for rph. Now I can't upgrade my version.

So the other day. When the new update came out for gta v. RPH didn't support it. When I downgraded to an older version i had backed up in RPH. It still didn't support. it I have now downloaded the newest version of RPH That supports the new update of gta v. But I can't upgrade my gta v version. And steam is not prompting me to update.
