It's because of cheep callouts. This issue has been popping up a LOT in the past few days. The Update server Cheep uses is offline or something.
Easy fix.
In the cheepcallouts.ini file located in \Grand Theft Auto V\Plugins\LSPDFR

Set this to false
CheckForNewVersion=false

Glad I don't have cheep callouts.  I was wondering why all of a sudden there are a lot of posts about peoples game crashing.

Cheep callouts is one of the greatest call out packs. So you are missing out.

I'll look into it again.  If I remember it seemed to have the same type of callouts my other callouts mods have.  I'll check it out again.
