The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

You are missing that for BetterEMS. Reinstall that please.

Launch your game in windowed mode and keep it that way until you force duty. After you are on-duty you can go back to full screen.
