You can turn on the siren normally by pressing G, however none of the lights on lightbar won't shine/glow/rotate whatever.

You can turn the lights on the bar on or off with the J and K key so you can still use them

On ELS enabled vehicles?

For the lights to be able to turn on and off you need to install ELS with an ELS car.

If you don't have ELS you can only turn the siren on and off like normal, however absolutely none of the lightbars will light up.

So yes, if you're against ELS (for whatever reason) go and track down some of the non-ELS cars on this site and others.
