There's nothing more anti-climactic than getting into a fight to find out all you have to do is run up to people and double tap E for them to happily and merrily surrender. I tested it myself, I got into a gang shootout in the hood and just ran around double tapping e on everyone and they just surrendered one by one even though they had the numbers lol.

 

Is there a mod that stops this? Give them a % chance of fighting instead of surrendering?

If you are using Stop the Ped

// The probability percentage (0-100) of the ped going to resistance during player interaction with the ped
PedResistanceProbability=3

// The probability percentage (0-100) of the ped will attack player instead of fleeing when they resist (determined by "PedResistanceProbability" parameter)
PedAttackProbability=50
