I cant perform a Traffic stop by using Lshift and i dont know why

So i watched most of the YouTube Videos which tell you how to stop persons in traffic but if i press Lshift which is the Default key Nothing happens and i am sure i didnt Change anything in the files 

Hey,
after pressing "Lshift" behind a vehicle, press "e" (without ELS - default) or "j" (with ELS) to make the traffic stop work.
You have to activate the siren after "Lshift" to trigger the traffic stop.

    But normally i saw in Videos that it marks the car red on the map but it doesnt on mine adn they still dont stop
