Well, delete the recentest mod u installed, maybe is the mod outdated and crashes your game

Rename your mods folder to mods_

Test your game out. If it works then you messed something inside your mods folder and its your job to figure out what you did last 

because there's no way to troubleshoot it really.

Unless you made a backup of your update.rpf. not really.

You can play lspdfr still but anything that requires scripthookV will Crash your game.

or verify the cache of ur game

its all fixed i deleted my mods folder and reinstalled all my mods and it fixed my problem
