All you have to do is take a col from any  vanilla vehicle and scale it down to license plate size and place over plate, then place col in the hierarchy area that contains the plate object and reset to parent rename the col to plate (COL). You won't have to edit or add anything in the properties settings because the col will have those attributes.

How do I scale a COL? When I unlink a COL from the rest of the vehicle it is invisible.

No, I don't really know what I'm doing. I took the col from the license plate you sent me and I just dropped it into my plate
