The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Several of my cars in game have pink exteriors instead of their normal texturees, and some have no coloured interiors. They are all installed correctly. How can I fix?

It must be, I uninstalled it and it is working fine

There's no need to uninstall NVR.  NVR installs a dlcpack named NVR_EMISSIVES, and in this dlc contains .ytds for a lot of vehicles, including emergency vehicles.  You can either delete these .ytds, or delete the whole dlc itself.  It's not important, tbh.
