The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I think the closest thing I've seen is the Red Dawn mod for GTA V. From what I know, it just changes Los Santos into a open war between the US and China. I haven't used it myself, I just remember seeing it somewhere.
