I mean the only reason I would possible see as a cop is if the firefighter's car is unmarked and this takes place either in State of New York or New Mexico, where police also uses red and white lights.

If he's running from the cops, you'd think he has had previous experience with them and knows the proper colors.  Maybe the siren freaked him out, lol.
