Possible to Replace LCPD and Alderney State Police

Hello, not sure if this has been asked already I'm new to this forum so I  do apologies if it has been asked already. My question is would it be possible to replace the Alderney State Police Vehicles, Skins, Peds etc with the Essex Police Pack. And also replace the LCPD with the Met Police Pack?  So there are two separate police forces like in the story mode.
