Having trouble replacing female sheriff skin

Ive tried replacing the 4 files in the proper rpf file located with these instructions:

 

Install

Model
x64v/models/cdimages/componentpeds_s_f_y.rpf

 

But when in game, the default sheriff uniform shows up instead. Also tried just replacing the textures in the rpf's texture dictionary which did however work for the male skin in a different rpf but not for the female.

 

This is what I am trying to install:
