The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Can anyone tell me what this crash is

Is the plugin PoliceStationManager one of your own, or someone else's plugin? I've never heard of it before. It sounds like you need to reinstall that plugin, and make sure its placed in the correct folder.
