RPH disappearing when GTA Launches

So when I launch GTA RPH simply vanishes completely and GTA launches normally. I have checked I have all the required software according to RPH website. I have re-installed, I have re-installed windows. This has only happened after I upgraded my processor, RAM and mobo but it can't be anything left behind because I formatted all my drives when I did the upgrade. My RPH log is attached. I have also tried while all anti-virus software is completely turned off and with exceptions and I have attempted Administrator mode too. I am at the end of my tether after 2 re-installs and 3 days wasted troubleshooting it and I have no clue what is causing it so any and all help will be extremely greatly appreciated.

I managed to fix it, it worked in windowed mode so I knew it was a problem with full screen so I went into compatibility and checked 'disable full screen optimisations' and it works fine since then even when I launch in full screen.
