Wont let me search database

when i pull people over and get there ID it tells me to get back in my car and run their ID through the database when i get back in my car nothing hapens even when i push E to open the computer please help and yes i tried to search (search bar on this site) but nothing came up EDIT: also I have everyting i need for ELS like all the files and everything but ingame when i turn on my siren the lights never come one and the ctl+m key or any of the keys for that matter work
