For searching peds and vehicles, I recommend either Darkmyre's Search Warrant mod, or Police Search by FtDLulz.

The observations window was a feature for Finkone's Police Radio. That mod has since been taken down and been replaced by it's predecessor, Police SmartRadio By Albo1125. I recommend Stop The Ped by Bejoljo if you want some neat animations, and nice observations.

C To open smart radio. G to go down, T to go up and Z to select (Or what ever keys you choose.)
