The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

This is most likely not an issue with EUP. EUP is an xml based plugin to change your clothing and save outfits, should not affect the voice options. Check something else.
