I'm not too sure, tbh.  This is the first I've heard of this issue.  Have you tried another siren?

Temporarily remove one of the VCFs for an ELS car.  Now go in game and press E to turn on the lights and siren.  Still happen?

Something very interesting just happened. When I went into the game, I got into police chase, all sirens sounded fine at first (as usual) however, they were all muted mid way through the chase. But, I did take  out the VCF for the sheriff cruiser, and its siren sounded just fine all the way throughout the chase.

Unfortunately, I'm not sure.  This indicates it's something with ELS, but this is the first it has been mentioned.

 

The only thing I can advise is a clean reinstall of ELS.
