Help, having issues installing my sirens

This is a really weird issue for me, I've watched the video made by OpenIV and did everything they did to the letter, however in my game, I still get the default police siren and I know the reason why. The 0x0D329446 file, the siren file itself is not in the vehicles.awc. Dose anyone know what I'm doing wrong?

    This is the first time I've heard of this issue.  Generally, if a siren mutes, it means the volume level was exceeded.

Here is a screenshot to show proof that the 0x0D329446 file is not in here, despite me copying and pasting the siren files over 1000 different times. The file in question is this one:

If that particular hash is missing, either the author didn't provide it in the download, or your computer is mistaking it for a virus and removing it.

The author provided all four individual siren files, so it must be the computer, though I'm not sure how to stop the computer from recognizing it as a virus.

Move the file onto your desktop first.  Right click it-->properties and make sure all is unblocked.

So, there was nothing to unblock, however I was able to install the siren. Now I don't know if this is a bug with the siren itself or what, but I noticed that after getting a wanted level, after  about five minutes, the siren goes mute, and I have to reload the game in order for it to work, again this only happens during wanted levels, its weird.

Ah, that makes sense. In that case,do you know of a way to bypass the volume level?

I don't believe there is a way.  I've never heard of the siren muting mid-game due to the volume, though.  Most of the time, all vehicle sounds are muted from the get go.  Do other car sounds work?  Other horns and what not?

What's interesting is that it only affects ELS vehicles, the two North Yankton vehicles still work, the police riot and firetruck all still have their sirens. Other cars still work just as fine.

Open the ELS INI and look under "MaxActiveVehs".  What does it say?

When you go into the game, have you tried going in via the normal GTA 5.exe and seeing if it still happens?

 

I'm trying to determine if a script or plugin is doing this.

Do you mean launching it without Ragehook? It's worth mentioning that I changed my sirens and still get the same result.
