There's no other mod that adds in new slots such as police5. sheriff3, etc.  You can add in your own standalone slots, though.

And if I wanted those to spawn naturally in the world and also respond to backup requests etc. would that be possible?

Read my guide, and there are video tutorials if that doesn't help.

You can edit the backup.xml to have them respond as backup units, but you can't make them spawn as regular traffic.
